9. Mobilizing the Reserve Forces in the 21st Century, ASD (RA), November 2002
The use of Reserve forces in Operations NOBLE EAGLE and ENDURING FREEDOM represents the largest mobilization since Operations DESERT SHIELD and STORM and the first protracted, continuous Reserve force employment since the Vietnam War. As the second year of this mobilization continues, the Office of the Assistant Secretary of Defense for Reserve Affairs and the Joint Staff jointly sponsored a mobilization symposium to review the policies and procedures that underlie the mobilization process to ensure that they are responsive to 21st century operational requirements. This report, of which Strategic Analysis was the principal integrator, contains the results of the symposium, offering many recommendations-both near term and some that may require further study-for improving the mobilization process.
