1. Tenth Quadrennial Review of Military Compensation, USD (AT&L), July 2006-April 2007
The Tenth Quadrennial Review of Military Compensation (QRMC) will be conducted as a follow on to the review of the Defense Advisory Committee on Military Compensation (DACMC). In early 2006, the DACMC reported on its findings and recommendations for a strategic architecture for military compensation. Using those findings and recommendations as a point of departure, the Tenth QRMC will evaluate implementation alternatives and report on its conclusions.
Strategic Analysis will provide research and writing support to the QRMC, as the principal integrator of the final report. Research support will be provided to conduct literature reviews, prepare issue papers on special topics, prepare background papers for QRMC working group meetings, and assist with interim briefings. In addition, Strategic Analysis staff will prepare the final report for the QRMC, integrating issue papers on the topics under evaluation-topics to include military retirement, health benefits, special and incentive pays, pay table reform, quality of life efforts, and compensation issues relating to the reserve components. The final report will include a main volume, integrating the overall findings and recommendations of the QRMC, and subsequent volumes of background papers, as developed during the QRMC deliberations.
The report will be published in the spring of 2007.
