The Manpower Program provides analytic services and expertise to address the personnel challenges that are central to DOD's transformation to a 21st century force and critical to sustaining a premier all-volunteer military. These challenges include the ability to attract, train and retain personnel in the quantity and quality needed; the management of the total force; and the adequate compensation of military personnel. Demands of the global war on terrorism have stretched the armed forces and raised critical sustainability questions. The Manpower Program supports senior decision makers in this area and strives to make a valuable contribution to DOD manpower policy.
