2. Metrics of Dissemination and Impact II National Science Board, 26 August 2005 - 31 August 2006
SA continued its partnership with the National Science Board Office (NSBO) and help the organization to achieve its goal of being able to continuously evaluate the impact of the National Science Board's (NSB) policy recommendations and products. SA began by working with the NSBO to select a framework to assess the results of its policies and activities. This framework informed what metrics SA ultimately created for the NSBO. In a previous report to the NSBO, SA evaluated eight frameworks that represent a cross-section of performance metrics that have been developed for corporations, private not-for-profit organizations, and governmental entities. In that report, SA recommended creating a hybrid impact framework that emphasized the NSB's past and future influence in the science and engineering (S&E) arena. SA worked with the NSBO to implement this hybrid framework for the Metrics of Dissemination II project.
SA worked with the NSBO to select similar S&E organizations, and then conducted a benchmarking study to compare the impact of the NSB's policy activities with comparable organizations. Additionally, SA developed a dashboard of metrics to assess the impact of NSB and NSBO activities; and implemented a methodology to continuously update these metrics. The dashboard was a commercial-off-the-shelf solution customized and integrated into the NSB's website to transform that site into a robust tool to disseminate NSB information and to collect and evaluate the impact metrics focused on Web site activities. The NSB also chose to accept SA's recommendation from the Metrics of Dissemination I project and asked SA to create a contact database to disseminate information, and create a searchable database of digitized NSB policy documents with a highly flexible search engine capability to accommodate a wide range of potential searches.
