Policy & Strategy, Science & Technology Services Management & Organizational Consulting

The Management and Organizational Consulting Program offers clients strategic planning advice, performance measurement design and implementation, program evaluation, organizational effectiveness assistance including decisions on organizational design, privatization, and organizational efficiencies, and communications services. SA strives to help government clients direct and navigate their organizations towards mission success by providing creative, objective, and well-reasoned advice. Listed below is a short description of our business areas:

Strategic Planning
SA's strategic planning approach is illustrated below. In the Preparation phase of the process, SA will analyze the program baseline (the "as-is" state), with clients. The next step in the process is defining what values, behavior, philosophy or culture the client values (the "to-be" state). In this phase of strategic planning, SA will assist in thinking through what this might mean strategically and operationally. That data informs the next phase of strategic planning: where do we want to be.

SA and the client will work together to develop a long-term vision of success. From the vision created in the last phase, SA envisions a series of meetings that results in goals, objectives, and ultimately, action plans. These iterative plans will include system migration information, milestones, resource needs and metrics. When needed, SA can benchmark costs and alternatives with other government agencies and the private sector.

Performance Measurement
Organizations cannot begin to assess their external or internal impact without a performance measurement system. SA's methodology begins with choosing a framework from which to assess the results of these policies and actions. This framework informs what metrics the organization will ultimately create. SA has evaluated dozens of frameworks that represent a cross-section of performance metrics that have been developed for corporations, private not-for-profit organizations, and governmental entities. SA has chosen best-in-class frameworks from which to implement for our clients. In addition to our ability to advise clients on executing frameworks, such as the commonly-used balanced scorecard, SA has also created our own impact framework that emphasizes custom measures for government S&E clients. SA believes that this framework effectively measures the inputs that indicate success or failure for an organization.

Organizational Effectiveness
SA staff have a long history with organizational design and decision-making. In thinking of expanding into a new area or field of specialty, SA can help organizations with the classic "Build, Buy or Ally" conundrum and can subsequently help the organization plan for each scenario with detailed organizational design and business process re-engineering. SA also has the capabilities to help federal agencies with their privatization efforts as part of their GPRA, A-76 requirements or other government efficiency efforts. SA utilizes our knowledge of organizational efficiencies to determine the best mix of contract and federal government employees.
