Through SA's Homeland Security Practitioner Coalition (HSPC), senior government decision-makers can access valuable practitioner and research-based subject matter expertise from multiple fields in both the public and private sectors. The HSPC provides broad perspectives from homeland security or emergency preparedness and response practitioners and researchers, state and local government officials, and private industry representatives who operate in the homeland security environment. SA manages the HSPC in response to customer generated requirements and provides services as requested. SA works with senior government decision makers to leverage the input of the HSPC and integrate innovative concepts and strategies, structured thinking, and proven methodologies in order to effectively assess, plan, and execute the most mission-critical aspects of government programs and operations. Based on the solicitation of focused input by government decision-makers, SA identifies appropriate SMEs, synthesizes and contextualizes disparate ideas, concepts or perspectives, and finally produces and delivers a sound, actionable, analytic product to the client. The value of a third party-managed resource is the open access to a broad range of expertise, the limited human capital expenditures to the government agency, and the assurance of superior-quality, insightful, and actionable analytic products.
