The Homeland Security and Intelligence Program provides key analytic services and expertise to assist federal, state, local and tribal agencies in the development and implementation of efficient and effective homeland security programs and policies. The program maintains a significant focus on science and technology (S&T) and its contribution to and effect on homeland defense and counterterrorism strategies, tactical and operational planning and resource guidance, and a variety of antiterrorism and counterterrorism responsibilities.
The Homeland Security and Intelligence Program staff has contributed to the training and strategy development for anti- and counterterrorism programs by providing best practices documents, methodologies, analysis and expertise. Materials are used by federal, state, local and tribal agencies in developing, implementing and sustaining comprehensive combat, defense, and counterterrorism strategies, developing tactical and operational plans and resource guidance. The documents provide agencies with specific information on such issues as intelligence and information sharing, critical infrastructure security, bomb detection, crime scene investigation, working with diverse communities, and coordination among multi-disciplined (e.g., police, fire, public health) and regional agencies.
SA staff leverage their understanding of critical issues, contacts with relevant stakeholders, and proven track record of outstanding performance in identifying homeland security threats in order to help shape effective decision-making and critical response strategies. In addition to extensive in-house expertise, SA staff draws on a broad network of subject matter experts to provide quality analysis and products to support the homeland security and intelligence mission. The Homeland Security and Intelligence Program leverages the complimentary capabilities offered by the other division program areas (e.g., strategic planning, policy development, risk assessment, risk management, manpower and resource assessments, organizational and management consulting) to provide the following services to the portfolio clients in the most comprehensive, robust, and valuable manner possible:
Open-source intelligence analysis;
Program development, implementation, and evaluation;
Vulnerability studies and emerging threat studies;
Strategy and CONOPS development and assessment;
Situational modeling and tabletop exercises;
Capabilities and emerging technology application assessments;
Analytic support tailored to client needs (e.g., data collection using multiple survey methods, including collecting and analyzing open source data; designing and administering mail, telephone and in-person surveys and focus group protocols; facilitating focus groups; conducting interviews, case studies, site visits and file review; observation activities; and reviewing documents and policies);
Tactical and operational plans and resource guidance;
Training and curriculum development;
Lessons learned and best practices documents [e.g., intelligence and information sharing, critical infrastructure security, bomb detection, crime scene investigation, working with diverse communities, and coordination among multi-disciplined (e.g., police, fire, public health) and regional agencies];
Technical assistance for technology implementation;
Engaging in liaison work with law enforcement executives and personnel nationally and internationally;
Executive forum planning and execution to provide opportunities to share and develop effective strategies for addressing terrorism; and,
Report generation and dissemination.
The Homeland Security and Intelligence Program aims to serve the following clients: the Department of Justice, Department of State, Department of Homeland Security; local, state, federal and tribal agencies; NORTHCOM; and the Intelligence Community.
