Strategic Analysis Inc. Development and Research of New Program Ideas

New research programs are constantly sought as new military requirements and new technology opportunities are identified. SA technical staff support our government clients in the development of new program ideas through background research (state-of-the-art, technology and market issues, industry research needs, current players, etc.), development of position papers and formulation of recommendations. Our staff evaluate state-of-the-art technologies to determine areas that need further investment, helping in the development of these programs, and providing technical insight and support in the solicitation of proposals.

Develop Strategic and Technical Plans

Planning for and accomplishing effective and efficient technology development and deployment has always been a challenge for both commercial and government organizations. These challenges include the need to plan for future and frequently shifting requirements with significant complexities involved in aligning technical activity with strategies and with user requirements. SA technical staff have extensive, first-hand experience in a broad range of technologies and have a strong understanding of the military customer, which allows us to identify the most promising applications where using new technologies will complement, improve, or provide a unique solution to an existing or anticipated system requirement.

Provide Research Expertise and Program Support

SA technical staff provide research expertise and program management support of government research programs with regard to procurements, technical and administrative schedules, technical risk, user impact, and technology transfer efforts. Our engineers and scientists assist the government client throughout the entire life cycle of a technology program. This includes the process of program formulation, generation of solicitation materials, the source selection process, and the execution of the various contracts.

Provide In-Depth Expertise in the Assessment of Proposals

The source selection process is an important starting point for balancing the achievement of technology, schedule, and budgetary goals. SA technical staff provide in-depth technical expertise in combination with significant experience in dealing with the military services, academia and industry. This capability allows SA to provide accurate technology and cost assessments of a solicitation respondent's proposal.

Review and Document Technical Progress at Program Reviews

SA technical staff facilitate and attend program reviews, by contract and by program, in which performers are required to present their latest results. These program reviews include financial as well as technical status. Each contract is assessed individually, and then the sum of the individual contracts is examined to see if overall program goals are being attained. SA technical staff work with the government clients in assessing the general timeframes for which key milestones ought to be attainable within particular technologies. Our ability to monitor technical progress is directly related to our strong understanding and working relationship with the government research programs, government agents, performing contractors, and the broader technical community.

Development and Transition of Technology to the User Community

The timely and efficient transition of technology from either laboratory or commercial use into military acquisition is a critical element in the sustainment of U.S. military superiority, and requires detailed transition planning. The end product of any technology transition planning effort is the creation of a comprehensive transition plan. Such a plan will identify the transition target(s) in terms of the needed capabilities; the system(s) which will receive the capabilities; the schedule which must be met to satisfy the acquisition milestones; a detailed technical path to arrive at the desired capability; identification of the technical challenges and risks involved along the technical development path; and the resources needed to properly execute the transition. The SA technical staff provide transition-planning support, both within individual technology development efforts and across a suite of technologies. Specifically, SA staff perform technology needs and utility assessments, technology maturity assessments, business case analysis, and technology development roadmapping.
